Philip J. Parker

Phil Parker is a seasoned entrepreneur and energy industry expert with a diverse background spanning the energy and government contracting fields. A Service-Disabled U.S. Navy veteran, he leads the Penn Oak Services team.

He entered the energy sector as an entrepreneur, founding a diesel-to-LNG conversion company which developed innovative solutions for the mining and maritime industries. Through a strategic partnership with Lloyd’s Register, he helped advance maritime LNG bunkering initiatives.

Phil then leveraged his Service-Disabled status to establish a government contracting firm, spending almost a decade trading renewable energy, natural gas, and refined products for institutional and government clients. Most recently, he founded and successfully exited an oil and gas production company.

Beyond his professional accomplishments, Phil is a proud father who enjoys sailing and skiing in his free time.

Kim L. Johnson

Kim Johnson is an accomplished senior executive with a 40+ year consistent track record of success in both the corporate and consulting worlds. She has served as a General Manager with P&L responsibility across the natural gas, fuels, energy trading, renewables, waste to energy, electric generation, energy storage, and hydrogen sectors. She has a broad base of experience in corporate governance, business development, project development and operation ($20MM to $1B), risk management, mergers and acquisitions, and the commercialization of energy technologies. 

As Co-founder and Chief Operating Officer of Tyr Energy she was instrumental in all aspects of the company’s acquisitions and directed all aspects of its asset management and commercial activities.

Ms. Johnson served as Executive Vice President of Aquila Merchant Services, Inc. (now Great Plains Resources) where she developed energy joint ventures, partnerships and significant contingent risk transactions with utilities throughout N. America.

Prior to joining Aquila, she served as Vice President Shell Energy North America, formerly Coral Energy, L.P. Shell acquired Ms. Johnson’s division of Catex Vitol Gas, Inc. Ms. Johnson directed all aspects of Catex Coral’s trading business including sales, gas management, supply, transportation, storage, risk management, energy efficiency projects, and staffing and organizational design. 

She also served as Vice President of Diamond Shamrock Natural Gas Marketing Company (now Valero) where she directed gas sales and transportation activities and identified gas gathering, storage and reserve acquisitions.  

Ms. Johnson earned a BS in Economics from the Wharton School of Business, University of Pennsylvania.          

Greg Roeberg

Greg Roeberg is a co-founder of Penn Oak Services and an accomplished attorney with 20 years of legal experience. A graduate of Georgetown University and Georgetown University Law Center, he also studied at the London School of Economics.

After law school, Greg launched his own practice specializing in general business law while simultaneously pursuing several entrepreneurial ventures. Today, his business efforts are focused on energy, real estate, and technology projects.

Greg is also actively involved in politics, government contracting, and election law, having served as an election attorney on multiple campaigns at the Arizona Gubernatorial and the US Presidential level. Greg resides in Scottsdale Arizona and is a proud husband and father of two whose hobbies include photography.

Dr. Jorge Manrique

Dr. Manrique is an experienced senior energy executive with 35+ years of global experience in oil & gas upstream, energy transition, and technology innovation. Recognized for his decision-making ability and decisive leadership to drive efficiency, profitability, and growth, he has consistently delivered results through innovative process improvements and scalable strategies.

At Penn Oak, he leverages a unique blend of technical expertise with strong business acumen to provide strategic insight and market expertise, creating lasting value for Penn Oak’s Joint Venture and assist positioning customers to seize opportunities for long-term success.

Jonathan Winton

Jonathan Winton is a skilled attorney with a strong track record in both civil and criminal law, now focusing on business organization and energy-related matters. Known for his strategic approach and aggressive advocacy, he delivers effective legal solutions tailored to his clients' needs.

After honing his skills at a top Philadelphia law firm, Jonathan has successfully represented clients in Pennsylvania courts and federal litigation. At Penn Oak, Jonathan specializes in federal regulations as they relate to government contracting as well as oil and gas related contract law.

Damian Korchynsky

Damian Korchynsky is a seasoned professional with a strong background in information systems, energy trading, and procurement management. He graduated from Penn State University in 2006 with a degree in Information Systems.

Damian began his career in software compliance at Ionos, a German cloud services and web hosting company, where he gained experience in regulatory compliance and software management. An avid outdoor enthusiast, he enjoys snowboarding and hiking.

Currently, Damian serves as the Head of Gas Trading at Penn Oak Services, where he plays a pivotal role in RFP sourcing, drafting, and management. His expertise in the energy market, combined with his analytical and strategic approach, makes him an integral part of the company’s success.
